Priority Based Budgeting Team - Inspector
Two Secondments, initially 12 months, (anticipated starting date January 2023)

Expressions of interest are invited to work as part of the Priority Based Budgeting Team on a secondment basis.

Applications are invited from all substantive Inspectors, plus those officers promoted Inspector under OSPRE who are within their 12-month probation and those temporarily promoted Inspectors under the NPPF. In addition, it is open to those officers on the Inspector promotion select list.

The role will be based within Corporate Services, Force HQ, however agile working is an option.

The successful applicants will be responsible for actively participating in a project working alongside business partner PricewaterhouseCoopers (PwC) to embed the Priority Based Budgeting (PBB) methodology in West Yorkshire.

Using this industry recognised methodology, the successful applicant(s) will assist Capability Leads in threading the Force Management Statement (FMS), change and workforce planning through to service delivery, providing a sound evidence base for allocation of budget, based on priorities clearly linked to outcomes.

The role includes the following responsibilities:

• Working daily with PwC to ensure skills and knowledge transfer on the process to WYP
• Provide support to Capability Leads and Managers in identification and articulation of proposals and completion of workbooks
• Assist performance analysts in identifying metrics required for effective decision making
• Have a key role in providing an appropriate level of challenge in relation to proposals made including productivity savings and service level options
• Work with capability managers and provide specific input as required to the senior PBB panel, including supporting presentations and briefings with chief officer team members
• Manage relationships with key stakeholders, including people services, finance, senior leadership teams and business leads
• Other tasks as required by PBB lead

The successful applicants must be willing to work Mon-Fri 0800 x 1600 but also be flexible in line with business needs.

Officers will return to their original District/Department at the end of the secondment; therefore, the secondment must be supported by your SLT in line with this.
