West Yorkshire Police are looking to appoint a Project Manager on a fixed term basis for 2 years. Police Support Staff wishing to take the fixed term opportunity will do so on a secondment basis and must be supported by their Line Manager and have the approval of their SLT for release at the time of submission.

NPAS is the national provider of air support to the Police Forces of England and Wales with West Yorkshire Police being the lead Force.

As part of the ongoing national Air Support provider, NPAS are now looking to appoint a Project Manager to lead, manage and co-ordinate various projects which include elements of transition, implementation, and establish ongoing support arrangements for NPAS.

The role will focus upon The Emergency Services Mobile Communications Programme (ESMCP) which is the Home Office led programme looking at the replacement of 'Airwave' for emergency services and other user organisations. As ESMCP Project Manager you will proactively manage all project plans and documentation relating to the NPAS transition to the Emergency Services Network (ESN) across all business areas, operations centre upgrade, aviation equipment upgrade and installation, and NPAS base equipment replacement.

The effective and efficient design, delivery and implementation of all technical activities required to support successful projects, managing risk, cost and time leading to ‘business as usual’.

Day to day duties will include providing support to the identified Senior User and internal/external Subject Matter Experts, ensuring compliance with procedures, reviewing current communications arrangements and identifying potential changes required to support effective implementation, including options analysis and recommendations to SLT regarding changes required.

You will also monitor and manage the project risk register in order to ensure risks are fully assessed, risk treatment plans are identified and implemented, and escalated where appropriate. You will also work closely with communication business leads throughout West Yorkshire region and nationally to achieve the successful delivery of the project in hand.

The successful candidates will hold a relevant degree and/or equivalent experience in relation to project management and have successfully completed the PRINCE2 Foundation Level and Practitioner Level or equivalent. In addition, you will also have significant experience of leading, developing, managing and co-ordinating major corporate organisational change projects, ideally in the public or private sector along with previous supervisory or management experience with a proven ability to lead, motivate and direct staff.
