West Yorkshire Police is looking to recruit an Estates Facilities Officer to join NPAS on an 18 month fixed term contract. Existing police support staff wishing to take the fixed term opportunity will do so on a secondment basis and must be supported by their line manager and have the approval of their SLT for release at the time of submission.

NPAS is the national provider of air support to the Police Forces of England and Wales with West Yorkshire Police being the lead Force. NPAS governance provides the direction and control in terms of decision making.

As part of the ongoing national Air Support provider, NPAS is now looking to appoint an Estates Facilities Officer to support a national programme of change and manage various estate related projects which include elements of transition and implementation and to establish ongoing support arrangements for NPAS. This would be under the direction of the Project Management Office ‘Estates’ work stream, led by the Head of Ground Operations and Infrastructure who has the regulatory responsibility for Ground Operations.

The role will focus upon the programme of change requirements that affect new, existing and recommissioning requirements of estates and ground infrastructure. It will require the post holder to manage change and the administrational nature, the subject of which focuses upon base operating hours, locations and security related aspects. Therefore the successful implementation of the change and all activities required to support the projects and managing risk, cost and time leading to a new ‘business as usual’.

Day to day duties will include providing support to the Head of Ground Operations and Infrastructure and internal/external stakeholders, subject matter experts, ensuring compliance with procedures, reviewing current communications arrangements and identifying potential changes required to support effective implementation, including options analysis and recommendations to SLT regarding changes required. National Travel will be required [subject to COVID-19 restrictions/mitigations].

You will also monitor and manage the project risk register in order to ensure risks are fully assessed, risk treatment plans are identified and implemented and escalated where appropriate. You will also work closely with communication business leads throughout West Yorkshire region and nationally to achieve the successful delivery of the project in hand.

The successful candidates will hold a relevant facilities/ building management qualification or relevant experience. In addition, you will also have significant experience and knowledge of facilities management contract specifications and contractor delivery in relation to reactive and planned maintenance regimes across a substantial property portfolio. This should be supported with knowledge of legislation relating to the property and facilities management industry along with a breadth of understanding of general building and Health and Safety Legislation and statutory requirements.
